  • Animal Plant Health Inspection Service in accordance with regulation 7 CFR 319.40-3 (b) and the international standards for WPM (ISPM#15) requires that 1) All Solid Wood Packing Material (SWPM) entering United States from all areas except Canada must be treated in accordance with the Guidelines for Regulating Wood Packaging Material in International Trade, and marked with an approved international mark certifying treatment, (2) All shipments from China and Hong Kong must be accompanied by an exporter's statement in the commercial invoice, bill of lading, or other similar document stating that the shipment contains no SWPM. Shipments with SWPM made in China or Hong Kong must be accompanied by a certificate signed by an official of the government stating that the wood is heat-treated and marked WPM in compliance with ISPM#15. If a wood boring pest is found in marked WPM, it will be reexported. The importer will be responsible for any costs or charges associated with the reexportation.
